Monitoring, Evaluation and Reporting Delegate, Malawi

The Monitoring, Evaluation and Reporting Delegate (MER delegate) will be seconded to our sister society the Malawi Red Cross. Based in Lilongwe, the MER delegate will play a vital role in assisting the Malawi Red Cross to measure the impact and progress of their diverse range of programmes, including, but not limited to, projects which have been funded by Irish sources.

The MER delegate will work in liaison with senior staff at the Malawi Red Cross to ensure that programmatic outcomes are recorded accurately, and that programme data is retained in systematic, accessible, centralized format. The MER delegate will also be responsible for producing and writing donor reports, interim evaluations, final reports, in requested formats and to the highest professional standards.

POSITION TITLE: Monitoring, Evaluation and Reporting DelegateREPORTING TO: Day to Day: Head of Programs-Malawi Red Cross, overall responsibility to Head of International Department, Irish Red Cross, Dublin
RESPONSIBILITIES:

1. Work closely with senior staff of Malawi Red Cross to ensure thorough monitoring and evaluation of programmes.
2. Be responsible for all M&E report writing as required by the Malawi Red Cross as well as the development of comprehensive and user friendly monitoring systems across all programs and activities.
3. Be responsible for all grant proposals and donor reports, in specified formats, required to enhance the resources of the Malawi Red Cross to carry out their programmes
3. Set up and maintain a centralized system of programmatic data within Malawi Red Cross
4. Provide high-quality technical support in monitoring and evaluation to programme managers
5. Design and implement training in M&E and report writing best practice for Malawi Red Cross staff
6. Ensure beneficiaries are consulted in all stages of programme: design; implementation; evaluation
7. Undertake regular visits to field to validate data being collected at field level
8. Support monitoring and evaluation visits by external experts, Irish Red Cross or others, as necessary
9. Provide M&E reports to the Irish Red Cross in agreed format in a timely manner
10. Represent the Irish Red Cross in Malawi within the Red Cross movement and externally as required
PERSON SPECIFICATION/QUALIFICATIONS:

Good mental and physical health
Minimum of 3 years experience in private or public sector enterprise, with increasing levels of responsibility and leadership;
Strong experience in monitoring and evaluation as well as report writing within the humanitarian sector;
Prior experience in field-based humanitarian work;
Prior experience of working with donors such as EU, ECHO, USAID, Irish Aid, UN, DfID
Prior experience working for the Red Cross Red Crescent movement an asset;
Professional experience in southern Africa an asset;
Excellent oral and written English skills;
Excellent communication skills in culturally diverse setting;
Master’s Degree (preferably in International Development or related subject) is strongly preferred;
Well-organised and ability to work to deadlines in an efficient manner
